To Whom It May Concern:

 

My case is very special and I have a special history.  I am currently seeking an attorney to represent me, and believe that if you choose to do so, you will be well-known both within the United States and internationally.  Please note, I have received help for my English in this letter, but I would like to share my story with you, so that you may represent me.

 

My name is Chin-Fhay Horng (John) and I have been a resident of the United States for nearly 30 years.  I moved to the United States from Taiwan in 1981.  Over the last several years, I have experienced several incidents that have concerned me, and as a result I believe my rights have been violated.  Below I will outline three incidents that have lead me to believe I have several legal cases, and I am seeking legal representation so that I may pursue each case. Below you will find my story, as well as some additional information about who I am and why this case is so important to me.

 

Incident #1 – Government/FBI

I currently live and work in Arlington, Texas, where I have been a hibachi chef at Nagoya Japanese Restaurant for seven years (I have been a hibachi chef for more than 14 years).  After September 11th (9/11), I cooked for two groups of people, one that included George John Tenet, the formal director of the CIA, and later Richard B. Cheney, the former vice-president.  At the time, I did not know who either of the people were sitting at my table until I overheard a conversation between the first group (with Mr. Tenet).  In the first incident, I overheard a woman accompanying Mr. Tenet say, “he does not look like he can identify you.”  He then introduced himself to me as the director of the CIA.  I did not know what that meant at the time, but have since come to understand the seriousness of this.  I later heard the woman say that they could arrest me, but Mr. Tenet said, “he has not done any violations. if we arrest him now and then after the court trail later we still have to release him”  This was very alarming and raised several concerns for me.

 

My experience with Richard B. Cheney, was similar to the group that accompanied Mr. Tenet.  When the group sat at my table, they asked several questions about events related to 9/11.  I overheard a man say to the vice-president that I could not identify him (the vice-president).  Once he said this, Mr. Cheney introduced himself to me as the vice-president.  At the time, I assumed he meant the vice-president of a major company, and was shocked to learn that he was the vice-president of the United States.  During this second encounter, I again heard someone say, “but we cannot arrest him because he has not committed any violation,” to which I heard the vice-president respond , “but we can set him up.”

 

And then ominous crashing music was played! I don't know where it came from.  I suspect the radio companies are out to get me.

 

I knew what that meant and I was becoming very angry and I looked at the vice president and the people around the table. When I looked on the right, a gentleman appeared scared and walked away from the table on two crutches; he was Mr. Libby the chief staff of the vice president.  I later identified all of these people on television and believe my troubles began after I cooked for them.  These incidents have lead me to believe that my name has been included on a terrorist threat list.  I later conducted research the event 9/11 because people had said I was a terrorist related to event 9/11 and realized I had cooked for Mohamed Atta (at Nagoya).  I identified Mr. Atta in May 2007, through videos about event 9/11 I have seen on www.youtube.com.  I remember Mr. Atta because he had the face of a killer and he spoke to me in a very loud voice. Prior to cooking for him, I had never seen Mr. Atta before, and have not seen him since that day.  But it is this incident that I believe has resulted in me being listed as a “terrorist” related to the events of September 11th.

 

Incident #2 – Stock Trading

Over the last several years, I have lost most of my savings in the stock market.  A few years ago, I went to a company called Scottrade, where I worked with a group of stockbrokers, who I believe targeted me to lose money through trading. There were many times where the price of my stock would go down immediately after I purchased the stock, and when I would sell the stock, the price would go up right away.

 

You see, these are super-brokers, who have the power to manipulate the entire market.  And they use that power just to mess with me!  Because I'm special!

 

For example, I purchased the stock, LTON, after the third earning report in 2004.  In the short span of nine days, this stock went from $12 per share to only $6.46 per share.  Almost half the stock was gone in nine days!  There are several other examples as I purchased stock approximately five times through the company, including the BBBY stock in April 2004.  I had tried to sell stock but it came buying stock for more than 8 times on internet trading and I had called to Scottrade office to complain about 5 times. With this, I had purchased 1000 shares and the very next day, April 6, 2004, it showed that I had 2000 shares of BBBY.  Shortly thereafter, the company requested a maintenance deposit of $17,000. At that time, I decided to sell the stock instead of paying the maintenance fee.  I believe Scottrade staff were playing games by increasing BBBY from 1000 shares to 2000 shares, so that I would invest more money, and then lose the money in trading.  When I spoke to the company about the BBBY stock and the maintenance fee, they said the stock market center delayed report execution, and I know this is impossible.  To address this issue, I filed an arbitration with NASD in Dallas, case #06-01507.  The results were inconclusive, which means I did not win or lose the case.

 

We take this short break for a lawyer's note.  I looked up the arbitration award (they're viewable online at finra.org).  Yes, this person does exist.  Yes, he filed this claim.  No, it was not "inconclusive".  The arbitrators denied dismissed all of his claims with prejudice.  Can't imagine why.

 

I now return you to your previously scheduled insane ranting:

 

I had asked again and again but NASD never told me why I could not win my case. Unfortunately I did not have the money to file a second lawsuit, at the time.  Scottrade staff used the Patriot Act, but I was not a terrorist.  However, I know that I have a case and hope to find an attorney to represent me against Scottrade.

 

Incident #3 - Health

I have had several health concerns in recent years and believe I was given bad medicine causing various problems with my heart and back.  In addition, both my young daughter and I have had hernias.  First with my heart, one night I woke up by my right hand hitting my left chest heavily for a few minutes.  I went to the doctor and he showed me an x-ray that showed a hole in my heart.  He also said, “I don’t know why, but you will have breathing problems when you get older.”  I have heard the Texas CIA has a kind of medicine that can make a person have a heart attack and die, and I am wondering if I was given this medicine.

 

I have not been able to sleep well for many years and another health concern is my back.  I have had back pain since living in Houston, but in 2003 while working in Arlington, my back pain became so serious that I could not move.  A waitress at the restaurant called an ambulance and I was taken to the emergency room at Arlington Hospital.  After a blood test and x-ray, the doctor just gave me a shot and I was able to walk out of the hospital to go home (I have medical record).  Later, I had a hernia and went to China to have a surgery (I did not have medical insurance and surgery in China was cheap) in 2005.  Though this may be common, I became very alarmed when my daughter, who was six at the time, also had a hernia and had to have surgery at the Children’s Hospital in November 2006 (I have medical record).  No one in my family has ever had a hernia, which is why I was so alarmed when my daughter had a hernia. From this, I believe my daughter and I had medicine that caused the hernia.  Prior to my daughter having a hernia, she had no desire to eat, her body was weak, and she caught a cold and cough for a few weeks.  At that time, I worked punching light weight iron for about one year, but two weeks before I got my hernia, my body was weak and I could not do my job well, but I still do not believe it would cause a hernia.

 

The three incidents described above have greatly concerned me, I am seeking an attorney, or several attorneys, to represent me so that I may file a formal lawsuit against the United States government, against Scottrade, and to have my medical files/health reviewed. In addition to these three incidents, I would like to share some information about my character.  I have been involved in several major and famous events that I believe will give you some insight into my story.  Please find a description of these events and my story below.

Events

HONG KONG - I have both directly and indirectly, played a role in several famous events. Approximately 23 years ago, I spoke with a Chinese woman in Houston, telling her about a recommendation I made to a businessman in Hong-Kong to build high-class housing in Hong Kong.  I learned that this businessman followed my advice and has since earned approximately $4 billion (Hong Kong money).  I did not know who the businessman was at the time, but through research on yahoo, I have found out this man was Stanley Ho.  Stanley Ho was the 6th richest person in Hong Kong last year.  At the time, Mr. Ho wanted to give me $500,000 to continue making suggestions to him, but I turned down the offer.  Later, I made a suggestion to another businessman in Hong Kong to build commercial buildings and he made approximately $1 billion (Hong Kong money).  He offered me space in one of the commercial buildings, worth several millions of dollars, but I, again rejected the offer.  Since making these suggestions, I have seen several superstars from Hong Kong (in Houston) and also met an elderman, a four-star retired general and representative of President Ronald Reagan, who invited me to work for the president.  He said he admired me for the real estate developments I suggested in Hong Kong.  However, I chose to reject the offer to work for the president, as well.

 

CHINA –  About 20 years ago, while in Houston, I made a suggestion that China should create port cities and offer good benefits to foreign businessman.  I knew this would help bring investments to China, as well as help the economy grown faster.  I also made some recommendations to a leader in China to control congress more effectively so he could perform this strategy smoothly. As a result, the Chinese leader, Mr. Den Xiaoping and Mr. Zhao Ziyang, invited me to work for them, but I of course turned down their offer as well.  My work and suggestions have also resulted in other requests to work for Presidents of the United States, including Jimmy Carter,  George Bush and Bill Clinton. I believe it is these suggestions that have resulted in the strong economy in China, but it is also these suggestions that have given me troubles with the U.S government and Taiwan.  The challenges between the U.S., Taiwan, and China lead me to believe that I have been eyed by the U.S. and Taiwan, though I have consistently turned down working for Chinese leaders.  In addition, I have not taken any rewards for my suggestions and simply offer them out of the kindness of my heart.

 

NASA - Another major event that I have been a part of is the NASA space shuttle, I recommended that NASA create the space shuttle.  It should be about 14 years ago a Chinese NASA engineer invited me to work with him, but I rejected it.  I  later met three Russian scientists in the NASA space center after the first space shuttle launched (I can not remenber the exact at what year) .  They admired my idea and invited me to work with them.  I rejected the offer and told them, “I am scared of the cold and Russia is very cold in the winter.”  As you know, there is proof to this story in that, Russia made the same exact shape space shuttle as the United States, costing billions of dollars, yet NASA has never sued Russia for the copyright, because the original ideas were not created by NASA.

 

Finally, I also played a major role in DESERT STORM in 1991, by providing suggestions that resulted in winning the war.  During the war I was very scared and my body would shake sometimes because I was concerned that the United States and Israel would use nuclear weapons in the war.  I believe my insight into resolving major issues is given to me by God and that once I make the suggestion He works to resolve the issue.  This is evident by the fact that after several suggestions, the war was won in only 43 days.  During the war, I was very scared that the United States and Israel would use nuclear weapons.  After the war was over, I met some Israelites, FBI agents, and the owner of a Men’s Warehouse, in one of the stores in Houston.  The leader of the Israelites said his Prime Minister thanked me for my suggestions to win the war, in addition to the fact that Israel got a defense missile system, and made a lot of money.  The Prime Minister, Mr. Robin, invited me to work for him at a top salary, but again I rejected the offer.

 

After the war was over, people advised me to take job training classes at the Chinese Culture Center.  I believe the teachers and classmates were secret agents, and I heard them say that the USA might use two nuclear weapons to bomb Baghdad.  To confirm this, you can google, 1991 nuclear weapon test, and you will see the results to verify my story.  Several countries were conducting nuclear weapons testing, including Russia, China, France, and even England.  I have even heard George Bush say that he bombed seriously on Iraq and won the war because of following my suggestions.  However, before the war began, I said “do not make war, it could be a big war and possibly become World War 3, please stop the war.”  I was wondering why he did not follow my suggestions.  After the war, I heard that many Chinese and Americans blamed me for the heavy bombing in Iraq. They wondered Iraq people did not have a problem with me why I made this kind of deadly suggestion to caused Iraq country to have serious damage and killed hundred thousand people. The former president George Bush would not follow all my suggestions. I had heard that the havy bombing caused around hundred thousand people death but my original suggestions were bombing the buildings, bridges, equipments....to weaken Iraq's government but avoid bombing the people.

 

After Desert Storm, I had much more trouble because of the suggestions.  However, they did not know that I hate nuclear weapons.  I suggested using traditional weapons during the war, instead of using nuclear weapons to win the war.  If the United States or Israel used nuclear weapons during the war, then you can only imagine how much more powerful the nuclear weapons created would be in the world today.  Again, you can confirm this story by checking Google, “1991 nuclear weapon test.”  I want to reiterate that I offered peaceful suggestions, but I have had a lot of troubles from my suggestions, so after the war ended, I decided that I would no longer make major suggestions to people.

Conclusion

 

These are just a few of the incidents and events that have lead me to believe I may have several legal cases.  If I am able to file a lawsuit over all that I have endured over the last 20 years, I would be able to claim multi-million dollars.  However, I am seeking representation because I believe I have been set up by the government to be on a terrorist list, my health has deteriorated because of medicine I have been given, and my daughters’ health has also been affected.  I have lost my savings through stock trading, and I am being abused and tortured, and continuously followed by FBI and CIA agents.  Yet, I have rejected several offers to work for leaders and millions of dollars in promised salaries and gifts.  I have made suggestions from my heart, and I have lived a very peaceful life.  I could be a hero, why would I become a terrorist?  I believe I am on the terrorist watch list because of their ill will toward my success and their desire to stop me from gaining power.

 

I AM NOT A TERRORIST!  It is important that I share with you evidence as to why I am in no way a terrorist. I am a peaceful person, and I have kept peaceful rules since I was about 17 years old because I saw spirits in Taiwan.  I have since seen two spirits in the United States, as well, and I have also seen the Holy God twice, one time in Houston approximately 10 years ago, and one time in Arlington about four years ago.   Additional evidence that I am a peaceful person is the fact that, I studied at the Buddhist Temple in 1990, though the master monk did not want to teach me how to create inner power, so I decided to leave and did not become a monk.  I have been a quiet person staying home after work, I do not watch television or read newspapers, I do not drink or smoke, and these all lead me to question, “how could I be considered a terrorist?”  I did not even recognize the former vice-president or the director of the CIA when they came to the restaurant, and if I was a terrorist, wouldn’t I know who they are?  

 

I have had several experiences where people around me, from my co-workers to FBI agents, have said I was a terrorist.  For example, one day while cooking at the restaurant, I heard a gentleman say, “you are inactive (or a sleeper) terrorist.”  This is the only sentence he said to me, and I believe he was an FBI agent.  To this I would say, If I wanted to do something against the United States, I would just work and live in China or Russia.  Why would I stay in the U.S., just to be put through all of these troubles?  One of my peaceful rules is to smile in the face of trouble, and I never even consider fighting back. I do not respond to those who are against me. I do not need to act in a disingeuous way to show I am a peaceful person. I am never controled by any person. But I KEEP PEACEFUL RULES TO THE HOLY GOD.   I am a Christian now, and have kept peaceful rules for over 30 years.  Another example of when I have been accused of being a terrorist is when a co-worker said to me, “you are a terrorist” or “you are Bin Laden.”  Another time I called Ameritrade, one of four stockbrokers I have worked with, and a clerk said to me, “why do you want to trade stocks? Are you going to support terrorists?”  One day when I was in the post office to send some certified mail to Washington D.C, I talked to the cleark about my problems and said I did not know why people had said I was a terrorist for many times. Then I just heard a woman in the next line who said "it's about event 9/11". I fully realized why people said I was a terrorist and it was related to event 9/11 after I researched on video tapes at www.youtube.com in May 2007.

 

There are many additional incedents of those around me accusing me of being a terrorist.  In addition, when my daughter had a hernia, I became very angry and I wrote a letter and visited the FBI’s Dallas headquarters.  I spoke with a Chinese agent, Mrs. Chen, on October 19, 2006, and requested the FBI tape recording (about 5 times I had called Scottrade staff for complaining why I sending sell stock became buy stock) for evidence for suing Scottrade and explained that I was not a terrorist.  I requested an appointment with the FBI to discuss why I was being considered a terrorist, but to date, I have not received a response. Since then, I have sent hundreds of letters (some certified mail) to congressman, senators, and television stations, but again have not received a response.  

 

My final piece of evidence that I am a peaceful person comes from my recommendations to win Desert Storm. If I was a terrorist, why would I suggest ideas to win the war? I have never been against America and I am not a terrorist.  I have NEVER JOINED ANY POLITICAL GROUP OR ASSOCIATION THAT WOULD HARM THE UNITED STATES, AND ALL OF MY SUGGESTIONS HAVE BEEN TO HELP PEOPLE OR HELP A COUNTRY, AND NOT FOR MY PERSONAL BENEFIT!  Again, I want to reiterate, why would I do all of these peaceful things if I was a terrorist?  I would like to share two additional conversations that I’ve had with Chinese and Americans, that will allow you to see why I have had so many troubles.  In one conversation, they said, “I have done already…so I have to continue to set him up,” and in another conversation they said, “if we cannot make him work for us, we just destroy him.”  These are just a few of the conversations that show why I have been troubled for so many years.

 

As I have said, my lifestyle has mirrored that of a monk, and I have rejected to touch power and/or money. I have met many powerful and rich people, but I never joined any group.  I have also met bad people, such as people in the mafia, because I have had some effective, and successful ideas and suggestions that have made me famous.  However, though all of these people came to see me, I avoided them and always stayed home.  This is why when I cooked for Mr. Mohamed Atta at Nagoya, I did not know who he was.  Ultimately, if you choose to represent me to sue the government, then I know you and your law firm will be well-known throughout the nation, and possibly in other countries around the world, because of my special case and history.

 

I hope you will find my story important, because I am tired of being accused of being something I am not.  I am not a terrorist and have only ever wanted good things for the United States and for the world.  I have lived a peaceful and productive life and wish no ill upon anyone. However, since being set up and being accused of being a terrorist, I realize it is necessary that I sue the government. With the change in the U.S. government administration on January 20, 2009, I feel now is the right time to bring a lawsuit against the former government for my ill treatment, and hope you will agree and choose to represent my case.  If you would like some additional information, I ask that you please look up “Loose Change,” on www.youtube.com, which shows evidence that the former government was responsible for the events that took place on September 11th. It is crystal clear that the second airplane hit the World Trade Center was not a Boeing passenger plane because there were no windows on the plane.  The former government lied and cheated and I realize that I have endured many hardships at the hands of those who are against me!

 

As evidence of the fact that I have never committed any violations, I currently have a concealed handgun licensem license number is 01083060, which I have had for over 12 years.

 

Is there anyone else who is *slightly* terrified by this fact?

 

Again, I hope you will find my story compelling. Though I anticipate this court case would be handled similare to an auto accident case, where your attorney fees are paid by a percentage of the settlement if we win and there is no payment if we lose. I wanted to inform you that I am able and willing to pay the court fees up front. I do not need to against former vice president Dick Cheney and Mr. George Tenet but I need to make this lawsuit to get money from the current government for their mistake and get out of my job here to have a new and free life.
