Here is a sunny Summer day in Arkhangelsk. Crouds on the beach. Some people even doesn't wear hats! 

 

That's a decent Summer for any Polar Bear

Yes, Rhea, that's ok if you are a polar bear  you can take sun bathes without a hat at 11-13 C (50-55F)
