You've only been around a couple months, and he has been lurky over that time. He used to be one of the most active members on the site. Like anybody else, if he doesn't come post signups in a timely manner, I'll remove him from the queue.

Well what's a timely manner? I don't want to be rude to anybody by rushing them or taking their spot if they're around but at the same time from my POV it looks like Kat already ran her game and Loki is MIA (Can someone I've never met/known about be MIA? Weird thought). I'm up after them and It seems like I'd have to wait several days to a few weeks before posting my sign ups when I could post them now which is a little bit annoying since it usually takes awhile for bigger games to fill up and it's a lot of wasted time.

Kat and I have swapped PMs....she does have another game, and is checking to ensure a co-mod is ready. If not, she'll drop a notch and if Loki doesn't show and post signups within a few days, you can go ahead. In other words, signups will start within a few days - either Kat's, Loki's, or yours.
