Rand and Cads in TOM

When Rand removes his exile of Cadsuane, he tells her he has a task for her.  He says " I need to locate someone.  Someone who is missing, someone I now suspect may be in the hands of well-meaning allies.  You see, I've been informed that the White Tower is holding Mattin Stepanos." 
Cadsuane asks Rand if he wants her to fetch Mattin Stepanos. 

He says "Not at all.  I haven't decided what to do about him yet, so he can stay Egwene's problem.  The person I wants is probably somewhere in the Caralain Grass.  I'll explain more when we are not out in the open". 

 

Who did he want her to go find for him?  And why send her instead of an anonymous Ashaman or Aes Sedai?

Rashamashalan, the Domani King. It's explained in the chapter where they return to Tear from Saldea.

 

Why Cads? An Aes Sedai and a pretty influential one is needed (AS holding him would be on Amyrlin's orders). Cads has some other worthwhile qualities that would help, but it doesn't strictly have to be her.

Was Ramash**** on the Council of Merchants? I thought the CoM was another WoT all-female club.

I think he felt she would be best because it was likely the Aes Sedai holding the king would not respond to anyone else he might send, but she has a reputation that could be used.

You are half right. There are male members of the Council, however, Ramshalan isn't one of them. He is just a lord.

There are male members but it is predominantly female. Ramshalamadingdong was not a council member, however.
