The longer scum waits to recruit, the better the chance of getting a vetted player who can escape re-vetting for a while.

I still think waiting for the last minute is the best way to play the 1-time recruit card.  Grab a recently vetted player with decent towncred.  Not the best, as that will be assumed....but decent.

I just would've picked up someone like Kaylee.  And early too.  She didn't post so much as to be conspicuous but to quote Darthe, she racked up points "with the efficiency of a robotic shucker."

Depends on mechanics and context.  It's possible to wait too long.
