The glow code simply does not exist at all. The background colour code, which is functionally the same can be added using the text editor on the non-mobile version of the site. I don't know about the mobile version though. You can access the full version of the site from your phone if you select the option, but it will not be nearly as pleasant to use on a phone as the mobile version is.
