Actually, the most common reason to not be recruit able is you are already anti-town.

 

Dice claims to not be recruitable. He also claims to be miller. I've never heard of someone being both. My guess is he's scum, and there's more than one team, and they can recruit.

To be more specific, anti-town that already has a private board. Those tend not to mix. Double agents are avoided cuz of the headache.
