Is Baerlon part of Perrin's Two Rivers district?

I doubt it because Baerlon is an important mining hub. No way would Elayne give it to him. Far too risky that it could impoverish eastern Andor and even if it wouldn't, the nobles would say it would. Plus, I can see the Two Rivers bridging the Manetherendrelle with Ghealdan which would create a southern economic route for its own trade and mining industries (never mind the shipping lanes the Manetherendrelle its self poses). Perrin essentially has control of the majority of the eastern wall of the Mountains of Mist due to his alliance with Ghealdan (Seanchan has the western wall). Give him Baerlon and he has the entire thing.

 

And even if you want to say Perrin himself wouldn't do any of that, his heirs very well may and likely would, as it's in their best interests. Assuming they exploit the Manetherendrelle to its fullest, they have easy trading partners in Ghealdan, Murandy and Illian. The best thing would be for Elayne to keep Baerlon and the northern mines firmly under crown control to keep the flow of gold in the eastern lands, and adjust taxes for the Two Rivers and let the south rely on the western district for Andoran imports. The East can keep Cairhein, Tear, Tar Valon and the north.

Baerlon is not part of the 2Rs and wasn't included in the deal.

One of these all but forgotten areas is the Two Rivers, so called because its villages lie in a triangle formed by the White River, the River Taren, and the Sand Hills below the greater boundary of the Mountains of Mist. Cut off as well by the Forest of Shadows to the south and the Mire to the east, these villages have little in common with the rest of Andor. In fact, most of the inhabitants of the area do not even know that they are part of a larger kingdom, much less that they are ruled by a Queen. They are content to export their valuable wool, tabac, and apple brandy without interference from or protection by the Queen or her Guard. Independent and stubborn almost to a man, their iron will sets them apart from those outside the area.

There are four villages in the Two Rivers, located along a single north-south road. In the largest of these, Taren Ferry, the ferry over the Taren provides the only public crossing into or out of the Two Rivers. The most remote village is Deven Ride, at the south end of the Old Road near the banks of the White River. In between are the villages of Watch Hill and Emond's Field.

And also, if she gave Baerlon to Perrin, it would give an easy river-connection (and relatively easy land connection) with Maradon and Saldaea. If she keeps Baerlon she can exploit the natural desire to trade between the Two Rivers and Saldaea.

 

Particularly if Perrin and Faile end up ruling Saldaea...

one of the earlier books clearly states that the ruling queens of andor had to choose between keeping the two rivers or baerlon as part of it's realm.

Baerlon was the easy choice due to the valuable mines there.

that was in FoH, when morgase was musing about the two rivers when she heard about the rebellion.
