Pretty much, yeah. And Thom, being both smart and a nice guy realises that it might be a good idea to not blow Selucias cover, and his comment is simply telling selucia that "I saw what you did there, but I promise on my moustaches honour I will not tell anyone".

Not only that but, one of Selucia's really impressive bosoms popped out and he promised to keep his implants secret so that his disguise as a female bodyguard will still work against most men. Thus Thom is keeping his secret and reducing his embarrassment.

It never made sense to me why Thom didn't tell at least Mat. Mat is remarkably and persistently clueless about Selucia. And him not knowing might have led to some serious problems in case of a confrontation which at that point in the story was quite possible.
