It was President Gerald Ford. He was the House Minority Leader during Richard Nixon's term as President. When Vice President Spiro T. Agnew resigned, Ford was nominated by Nixon and appointed as the Vice-President by Congress.

 

Ford had been the first Vice President chosen under the terms of the Twenty-fifth Amendment and, in the aftermath of the Watergate scandal, was succeeding the first President ever to resign.

 

When Gerald R. Ford took the oath of office on August 9, 1974, he declared, "I assume the Presidency under extraordinary circumstances.... This is an hour of history that troubles our minds and hurts our hearts."

 

It was indeed an unprecedented time.

 

After rereading my question I apologize for wording it incorrectly...

 

It should have read, "Who was the only United States President not elected to President or Vice-President but served as both?"
