Niall's unread (by others) pigeon message before he died

So during my re-read of WH, Niall's assassination, that message from Tarabon seemed extremely important to him (assuming it wasn't just about the Seanchan).

Is there any indication I've missed about Balwer being able to read it before Valda had a look and discovered that it was wine soaked?

What else could it be about besides the Seanchan?

Valda eventually noticed the note but it had been soaked in a puddle of wine and he couldn't read it. Then he crushed/ground it on the floor.

Before that, Balwer was staring at it, perhaps before the ink ran? And just because it came from Tarabon doesn't mean it was about the Seanchan, which is the logical assumption I agree. I'm on a re-read with a particular focus on foreshadowing. All too often the logical assumption is off target which is why I put the question out there.

Yea but all his other notes mentioned them, and he dismissed them, what else would he get as a surprise that he suddenly had to think it was true after all that would change the entire game?

But I'll admit you may be right, it could be something totally off the wall.

The message was from Faisar in Tanchico, 'sent to Tarabon for a different purpose' than Niall's other spy Varadin:

Varadin's reports had been the work of a man on the brink of madness if not over, yet Faisar confirmed the worst of it and more. Much more. Al'Thor was a rabid beast, a destroyer who must be stopped, but now a second mad animal had appeared, one that might be even more dangerous than the Tar Valon witches with their tame false Dragon.

..//..

{Niall's} eyes shifted, found the slip of paper lying not far from his hand; it might be missed there, but not if his corpse clutched it. And that message had to be read.

Might that have been Taim?
