She only meant that Bela was Alsalam, and Rand wouldn't have recognized her because he never actually met her before. The Bela he knows was actually the Creator all along. Meanwhile, the DO was the Creator, and we already know that Moridin (who was Ishamael at the time) was the DO, thus completing the circle.
