I can't understand why Egwene hasn't had Elayne demonstrate to every single available Aes Sedai how to make ter'angreal and explain the theory behind it. Elayne made her first one a year ago by now there should be an explosion of new ter'angreal becoming available. The Seanchan were efficient when they received the Domination Band and churned out hundreds of perfect copies within a year. I'd love to see a dozen channelers making thousands of protective ter'angreal for soldiers. Finally why oh WHY hasn't Elayne tried to copy the Dull Dagger? (http://encyclopaedia-wot.org/items/dull_dagger.html) The last battle is coming, 1000 of these to your most elite troops and they become invisible to shadowspawn talk about major advantage!

I'm pretty sure making ter'angreal is a Talent, not a skill. Not every channeller can do it. In fact, as far as we know there is exactly one Aes Sedai who can.

 

I think the Seanchan advantage is in having a better catalog of the abilities of their damane.

Elayne did demonstrate terangreal making to the rebels. The first leadership team told her to.

3 of the rebels were able.

 

 

As for why Elayne has not attempted to copy the dagger (or any of the other items), her pregnancy at times prevents channeling and she has leadership duties.
