Well I would say nothing will happen.  Suroth and others seem to think if news comes out Sul'dam can channel it would break the empire.  Yet Tuon and no one with her seem overly distraught at the news.  he even had the just because someone could channel don't mean they will excuse ready.  So I would say it isn't a big deal.

Voted that some things will change - Fortuona has huge influence amongst the Seanchan, so her opinion that it means nothing will be the over riding opinion, there might be 1% who freak out.

 

However, I imagine they'd introduce regular testing for Sul'dam and not all of them will be content with the change in status.

 

The biggest change is going to come because of the agreement made with Egwene - allowing people to see that Aes Sedai aren't animals is eventually going to seep into their conscious.

To me there is some chance that it won't be common knowledge.

Perhaps something/someone would change Tuon's mind; and/or perhaps Mat would gain influence among the Seanchan.  afterward capturing of new damane stops.

some things on what the "something" could be::

-Tuon starting to channel; possibly after an accident.

-Tuon's having a heir that starts to channel.

Most likely person for the "someone" might be Mat.

Or Perhaps the empire becoming conquered before it could become common knowledge.

 

Though if it does become common knowledge, I think there would be changes; depending on the circumstances of it becoming common knowledge.

The ruler at that time probably deciding to free/release damane; and possibly also da'covale/so'jhin.  Especially if the ruler is a learner and/or has a child that is a learner.
