Yes it is a reboot of the series ignoring the previous Superman Returns film.

From Wikipedia:

In June 2008, Warner Bros. took pitches from comic book writers, screenwriters, and directors on how to successfully restart theSuperman film series.[28] "I told them, it’s not that bad. Just treat Superman Returns as the Ang Lee Hulk," comic book writer Mark Waid explained. "The Incredible Hulk has proven the audience will forgive you and let you redo the franchise."[29] Comic book writersGrant Morrison, Geoff Johns, and Brad Meltzer also pitched their ideas for a reboot. Morrison's idea was similar to his work on All-Star Superman, while Waid's was akin to Superman: Birthright.[29] Mark Millar, teaming with director Matthew Vaughn, planned an epic 8-hour Superman trilogy, each installment released a year apart, similar to The Lord of the Rings.[30][31] Millar compared it to theGodfather trilogy, in which it would chronicle the entire life of Superman, from the early days of Krypton to the finale where Superman loses his powers as the sun starts to supernova.[32] August 2009 saw a court ruling in which Jerry Siegel's family recaptured the rights to Superman's origins and Siegel's copyright in Action Comics #1.[33] In addition, a judge ruled that Warner Bros. did not owe the families additional royalties from previous films. However, if they do not begin production on a Superman film by 2011, then the Shuster and Siegel estates will be able to sue for lost revenue on an unproduced film.[34]

During story discussions for The Dark Knight Rises in 2010, David S. Goyer told Christopher Nolan his idea on how to present Superman in a modern context.[35] Impressed with Goyer's concept, Nolan pitched the idea to the studio,[35] who hired Nolan to produce and Goyer to write based on the financial and critical success of The Dark Knight.[36][37] Nolan admired Bryan Singer's work on Superman Returns for its connection to Richard Donner's version, but stated that the new film would not have any relationship with the previous film series.[38]

Here is the newest rumor/talk. I guess after this weekend we will see the trailer.

The upcoming Zack Snyder Superman movie Man of Steel doesn't come out til next June and besides the trailer shown at Comic-Con(expected to hit with The Dark Knight Rises), there aren't a lot of details of how it's going to hold up.

Over at Bleeding Cool they got a taste at Comic-Con from an unknown source of what they think is a sequence from the film, so possible spoiler ahead:

"But I have been told details of one specific scene in particular, in which Superman breaks apart a building and uses the building itself as a weapon in some kind of ‘super martial art’ fashion. “Girders as throwing stars” was the specific example I was given."

Again, treat this as a rumor for now but it does sound different from the 2006 film Superman Returns.

Henry Cavill plays Superman in the June 14, 2013 release. The film also stars Amy Adams as Daily Planet journalist Lois Lane, and Laurence Fishburne as her editor-in-chief, Perry White. Starring as Clark Kent's adoptive parents, Martha and Jonathan Kent, are Diane Lane and Kevin Costner. Squaring off against the superhero are two other surviving Kryptonians, the villainous General Zod, played by Michael Shannon, and Faora, Zod's evil partner, played by Antje Traue. Also from Superman's native Krypton are Lara Lor-Van, Superman's mother, played by Ayelet Zurer, and Superman's father, Jor-El, portrayed by Russell Crowe. Rounding out the cast are Harry Lennix as U.S. military man General Swanwick, as well as Christopher Meloni as Colonel Hardy.
