The Red Sails,does it bode a civil war Return vs Seanchan in Randland

My guess is they are a rebel force of Seanchan.  Seeing how the Shara's keep to themselves there is nothing to suggest they are much of a sailing people and the idea of them being the Red Aiel is intriguing, but again there is nothing to suggest they know how to sail.  Would be funny if they were pirate Trollocs.  But my guess is they are just part of the Seanchan civil war.
