so i am trying to figure out why siuan didn't move against chesmal emery. siuan knew in 979 that chesmal was black because she lied about meilyn arganyas' death. iirc she left a note for the then amyrlin telling her, but nothing came of it except chesmal claims to have caused sierin vanyus' death. That was in 984. Then in 988, siuan herself is raised to the amyrlin seat. Another 10 years go by before chesmal and her group flee the tower. so why did siuan who knew first hand that she was black ajah not do anything against her?

Well, if you want a direct quote stating it outright, there is none.

 

However, look at the circumstances. First, start in tDR when she sends the girls off hunting the BA. This is because she is unsure who to trust.

 

The sisters in the Tower have denied the existance of the BA for centuries.

 

So, here is Suian as Amyrlin, she does not know who to trust, the Hall does not even acknowledge the existance of the BA. Look at what the revelation does when Egwene forces them to accept. They are not happy.

 

Suian only knows Chesmal as BA. If she arrests her, it alerts all of the other BA members. they would be on their guard from that point on and either assassinate Suian or completely disappear from view.

 

So for the price of one BA member, Suian lets all the BA know she knows of their existance, opens her up for assassination and still has no clue if the sister next to her is BA.

 

It would be a stupid move.

 

Knowing Chesmal is BA, Suian could keep an eye on her discretely, gathering as much information of the BA as she can until she has enough to severely hurt the BA.

IMO, Siuan and Morgase have been comparing notes. A spy that you know about can be fed information you want them to know. If you immediately remove the spy, you will alert their employers and possibly provoke an attack.

Siuan did not know Chesmal was black. Chesmal simply announced that Meilyn had been found dead her bed, not that she herself had found Meilyn dead in her bed.

 

And if you think that should be enough--consider that Ryma made a similar announcement for Tamra, and Ryma was not Black and had no part in her murder. Therefore the announcer isn't the Yellow that delved her, just whichever sister is sent to make the announcement. If this is standard practice then Siuan had no reason to question Chesmal involvement.

 

That being said, it seems Sierin made the connection based on Siuan's letter, and that it got her killed.

ya i'm not buying it. not only was siuan the amyrlin with all the power that that post has, but she was personally stronger than chesmal. she completely trusts morainne, who is also stronger than chesmal. i'm not suggesting she should have made a public arrest and what not, but something along the lines of what the black ajah hunters did when they started hunting. How much more effective would they have been with an amyrlin behind them? Some or even most of the ba would have gotten away, but they could have been forced out of the tower, or at least crippled, with every aes sedai watching for any move they make. instead she stuck her head in the sand and pretended there was no problem because she couldn't see one.

The other issue for Suian is having absolutely solid proof of someone being BA. Did she have it? While an Aes Sedai lying is very good, you have to catch them in a lie in front of people for them to believe it. After all, Aes Sedai are masters at spinning the truth and the BA even more so. If you bring up a statement she made years ago, she'll likely have an excuse for why she made that statement the way she did, and how it was the truth, from a certain perspective, so really, she didn't lie.
