No. They built forests near the waygates of great cities,  like Manetheren. Some of which were flattened to expand said cities.

It’s a moot point now, but the entire point of the waygates is that they were built on the edge of stedding so that male channeled could travel around without the taint.  Every one of them was build on the border of a stedding.

This is not true. There is no stedding in Tar Valon, and there is a waygate. They were built by the stedding AND the great Ogier-built cities with Ogier groves. Same for Manetheren

Thats not right. The male channelers gifted the Ogier the ways and the means to grow them so the Ogier did not have to deal with the longing as thanks for sheltering them. 

 

The Ogier then grew them to the groves they planted in cities where they also did the stone work.
