Correct me if I'm wrong but wouldn't Rand need to be there for the heroes to act if Mat blew the horn? Or was that specfic to Rand proclaiming himself at Falme?

In my opinion, that set of circumstances was unique to Falme. But I could be wrong - this isn't a situation that has come up before.
