Javindhra?

The correspondence could well be her leaving a letter for the BA leadership - we know messages are passed from and presumably to the Supreme Council via letter so as to keep their identity hidden. And letting them know the Reds are off to bond ash'aman would be presumably something they would want to know.

Yes but why on Wotland would she even mention it if she is actually composing a letter to go up the BA chain?

If all she needs is an excuse to push off without an extended conversation, surely she could find something else as an excuse?

Why say "correspondence" which might just leave people wondering what she's writing about, to whom?

Pevara had been saying in the same chapter that Javindra would make things difficult and that they didn't get along. I imagine it was an excuse to avoid planning with her.

Yes, and muttering something about it is no statement that she's going to do it right now. Bound or not by the first Oath, she left herself enough room to wiggle. Hence, we must assume that it's just an excuse to go away and be about her business.

Yet it provides framework, and doesn't dismiss the possibility of her being Black. Luckers was saying these actions made no sense as a Black. I'm merely providing plausible ways they could

I'd go with Luckers on this as I did in my original post. Javindhra may/ may not be black. But whether she is, or not, it still doesn't explain her mood shift.

What do you think of hearing Logain tie Javindhra & Barasine to prop up a False Dragon?

For his part, Logain appeared to flourish under all those stares. A tall man with curling hair that touched his broad shoulders, dark and handsome if hard of face, he looked as proud and confident as an eagle. It was a promise of vengeance that put the light in his eyes, though. If he could not repay everyone he wanted to, he could at least repay some. “Six Red sisters found me in Cosamelle about a year before I proclaimed myself,” he said as Nynaeve came in. “Javindhra, the leader was called, though one named Barasine talked a good deal. And I heard Elaida mentioned, as if she knew what these were about. They found me asleep, and I thought I was done when they shielded me.”

Javindhra sent me word when more Aes Sedai came,” Logain said, “the ones hunting me, and where they would be, so I could come on them before they knew.” Lelaine’s serene, ageless features hardened for a moment, and Burin’s hand drifted toward his sword hilt. Sisters had died before Logain was captured. Logain did not seem to notice their reactions. “The Red Ajah never played me false until they betrayed me in the end.”

Hard to see Logain and Siuan just picking names at random, if the purpose is to tar the Red Ajah, Elaida and attack the Black Ajah.  Javindhra was one of the Red among those who removed Siuan as Amrylin Seat, after all.

Who mentions to Elaida that a Red sister has been placed in Caemlyn with Morgase (and Rahvin)?

Javindhra.

A few women shook their heads—there was no news, and Javindhra said, “A Red sister is in place in the Royal Palace. Newly raised, so she can easily pass for other than Aes Sedai.” She meant that the woman had not yet taken on the agelessness that came with long use of the Power. Someone trying to guess the age of any woman in the study would have fumbled over a range of twenty years, and in some cases would be off by twice that. “She is well trained, though, quite strong, and a good observer. Morgase is absorbed in putting forward her claim to the Cairhienin throne.” Several women shifted on their stools, and as if realizing she had stepped close to dangerous ground, Javindhra hurried on. “And her new lover, Lord Gaebril, seems to be keeping her occupied otherwise.” Her thin mouth narrowed even further. “She is completely besotted with the man.”

“He keeps her concentrated on Cairhien,” Alviarin said. “The situation there is nearly as bad as in Tarabon and Arad Doman, with every House contending for the Sun Throne, and famine everywhere. Morgase will reestablish order, but it will take time for her to have the throne secure.

A young Red Sister which Rahvin later jokes about to Lanfear.

Lanfear smiled that sweet, treacherous smile. “You were always a pig, Rahvin, but seldom a fool. That woman is Aes Sedai. What if they miss her? Do you also send out heralds to announce where you are?”

“Channel?” he sneered. “She is not strong enough to be allowed outdoors without a keeper. They call untutored children Aes Sedai when half what they know is self-taught tricks and the other half barely scratches the surface.”

“Would you still be so complacent if those untutored children put a circle of thirteen around you?” The cool mockery in her voice stabbed him, but he did not let it show.

“I take my precautions, Lanfear. Rather than one of my ‘play pretties,’ as you call them, she is the Tower’s spy here. Now she reports exactly what I want her to, and she is eager to do so. Those who serve the Chosen in the Tower told me right where to find her.”

Yes, somebody told Rahvin about the young Red Ajah sister. Candidates would include Alviarin, Galina, and Janvindhra.

Yes, I mentioned the nameless Red in Caemlyn as a potential connect with Javindhra.

Also the Taim escape.

I discounted the Logain statements because Suian coached him to lie about the Reds. Suian had every reason to dislike Javindhra who was anyhow a Red sitter and would be expected by AS hearing Logain's story to feature in Red plots to raise a false Dragon.

You do realise Logain made it up based on names Siuan gave him?

Correction, I was saying her being Black doesn't explain these oddities. Which I maintain.

Well running off isn't really an oddity, sisters do that all the time. Smiling at the wrong things is another issue, but this time I have to hand it to Dida, it's completely possible that she's smiling about Katerine's having escaped Tsutama's notice (made easier by Tsutama's not trusting Elaida).

Not that I'm banking on that option. My money's on her having personal issues with Elaida. But to say this doesn't explain her behavior isn't completely accurate, I think.

The issue related to Katerine was her sounding satisfied. Her smile was at being forced not to tell Elaida about the mission to the Black Tower.

Which does not exclude her being Black. It's a sign of a rift between the Ajah leaders and Elaida, which the Blacks were ordered to build by Alviarin.
