Moiraine's messangers in the beginning of The Dragon Reborn

Is Moiraine a dreamwalker? How did she contact these women to come find her in the Mountains of the Mist. The Tinker woman who came remarked that she "just knew" where to go to meet them. Any ideas on how Moiraine contacted these women and gave them the knowledge to find their camp?

Perhaps she acquired pigeons in Tarabon before they set up their camp in the mountains. It seems that Aes Sedai do a lot with pigeons.

with her eyes and ears network they could have had a specific signal and combined with pigeons would allow for the communications to take place
