Just wanted to address a couple points...

 

The plan was definately betrayed.  They certainly wouldn't have had multiple Aes Sedai guarding the harbors.  Without a betrayal they would not have expected someone to boat out there and turn the chains to cuelendar.  That they obviously were expecting it, and were prepared for it, means that the plan was betrayed.

I too thought, after my first reading, that Nicola had done it.  But on re-read I found that Nicola had run away 3 or 4 days prior to the event.  I think that would be too early for anyone to have found out about the plan and the day when it was going to be carried out.

ya but i doubt Tuon carries a sword

Some interpret the sword as a metaphor for the Seanchan armies - personified by a woman as they are led by one, Tuon (the shifting identity is because it's a lot of people). Personally, I favour the Egeanin/Leilwin answer, but a fair few people do support Tuon.
