If they were threatened and abused, at that point they can consider any deal that come of it null and void. You just can't treat negotiators or diplomats like that.

 

Seems rather foolish, since Rand got exactly what he asked for, and does not have to give anything that really matters. Well, at least not anything that matters to him, a few rulers might be slightly upset if the deal is around after TG...

I'd say that the legal system doesn't matter, not when it comes to diplomatic dealings between two different nations. At that point you have to rely on international law, and the only such thing that seems to have existed in Randland was similar to that of human history: diplomats are sacrosanct, and any mistreatment of them by an opposing party is grounds for the other party to claim any deal void.

Except of course the Aiel and possibly the Seanchen. Aiel would probably view a treaty made under duress as binding. If you were so weak as to be manipulated by duress Je'toh probably requires that you submit to the terms of the treaty as a way to regain face. Similarly, the Seanchen put much into "face" to admit that you were tricked by simple duress to make a bad deal would loose much face. Better to live with the deal then admit your weakness.(This is especially true since the weakness of the negotiator would reflect badly on the Empress, May She Live Forever).

 

In addition ambiguous hints about hanging recalcetrent or uncooperative AS from the Rigging unless openly made probably does not raise to the level of duress that would make a treaty voidable. Negotiators are deemed to be intelligent, shrewd and manipulative. Hints about corporal punishment really should not effect them.
