I looked, the Water Temple was our first conquest. That was before Skynet had a brain and jacked everything up.  I believe after the attempted repair of Skynet, it still had us as the Water first, but I don't remember! I'm going to vote Water, but if someone comes across a different answer, I'm willing to change my vote.

Oh when Skynet killed the game it was an absolute mare. We did visit the Water Temple first though. But I think the first Temple we actually mastered and got the tattoo was the Fire one.
