I believe the Taim you're discussing died in the book "The Shadow Rising" in the chapter "Deceptions" (how fitting).

 

Right when Siuan hears of of the Blight retreating several miles, she also hears of Taim's "escape". The note actually said he was 'taken away... in the night'.

The Blight retreating for no apparant reason that Siuan percieves as a good thing, I think is actually Shai'tan lessening his grip on reality to use his dark energy on something much more vile;

The transmigration of what's left of Ishamael's mind into Taim's body (and a little bit more).

What we see described as a good thing; the Blight retreating is actually a result of the energies needed to have "the Shadow Rising".

 

The Taim we see in LoC is actually Ishamael transmigrated into Taim's body. A vile, vile creature.

Wouldn't they have to go to Shayol Ghul to get the mark?

 

Possibly, and there is nothing stoping Taim from having been to Shayol Ghul. That being said, not necessarily--Shaidar Haren was able to give a weaker version of the mark to Alviarin in the Tower, which suggests he may be able to give the full mark wherever and whenever he wishes.

If that is the case why would Ishamael allow "savages" to chase him across half a continent to be "rode hard and put away wet" instead of just traveling to a spot outside of Caemlyn?

That's RJ humor for you right there. Taim sure was 'rode hard and put away wet'. I'm betting my left kidney it's not a funny ride to be at the recieving end of having your mind Distilled (we know Shai'tan can do this through what Fain told us) and Transmigration. Especially this Transmigration. *shudders*

 

...instead of just traveling to a spot outside of Caemlyn?

Did Bashere ever caught him? For all we know Bashere's 'army' of 9k horse (whát an army to go hunting a male channeller with!) were chasing absolutely nothing.

What if he did Travel to Caemlyn.

 

Bashere sure wasn't hot on Taim's heals considering the timeline, regardless of what information Bashere feeds Rand.

Choren-14 / Sep-14; TFoH – Chapter 49 takes place; - Nynaeve and Elayne see a report in Elaida's study that Davram Bashere still cannot be found.

Choren-21 / Sep-21; TFoH – Chapter 56 takes place; - Bashere arrives in Caemlyn. (“I have followed him south for many weeks (ca. 51 days – 5 Randland weeks). "You need not fear I’ve brought a foreign army into Andor. Except for an escort of ten, the rest I left camped in Braem Wood. But Taim is in Andor. I am sure of it.”)

Mik com on my friend. In addition to the quote I provided RJ said Taim had a long and ardous journey being chased to Caemlyn so he could find refuge. It takes a great deal of spinning to attempt to deny that.
