The last hope that this “binder” was something else vanished as she felt the oath settle on her, as if she suddenly wore a garment that covered her far too tightly from her scalp to the soles of her feet. Throwing back her head, she screamed. In part that was because it suddenly seemed as if the burning of her skin was being pressed deep into her flesh, but mainly, it was pure despair.

 

“Be quiet!” She was snapped at, sharply. “I do not want to listen to you wailing!” Her teeth clicked shut, nearly biting her tongue, and she struggled to swallow her sobs. Nothing but obedience was possible, now.

A pleasant surprise to have time to find much of anything useful with al’Thor and those puppies who called themselves Asha’man constantly in and out of Sammael’s chambers in the Great Hall of the Council. They had stripped it bare of what she had not taken. Dangerous puppies, all of them, especially al’Thor. And she had not wanted to risk anyone being able to draw a line from Sammael to her

This is correct. They were trying to make her angry by pretending to think she didn't do it back when she was blocked. Logain was described as having shoulders an axe-handle wide by Toveine Gazal in TPoD "The Extra Bit".

Someone with a PoV overhearing women's conversation, and they say "Sounds crazy to me." I'm going to suppose that these women are not among the main characters, nobles, or Aes Sedai. Min might say something like that, but I can't remember her fitting this situation. I'm guessing at an inn, or maybe a servant's area in a palace. I don't remember this from Mat's PoV's. Perrin visited several inns in TDR, and he has exceptional hearing... Thom had a PoV in the Stone of Tear in TSR where he was talking to servants... Rand was all over small inns in TEOTW. Rand was at an inn in WH in Far Madding. Lan was at an inn in NS. Rand was in the women's quarters in Fal Dara in TGH... Perrin in So Habor, but I don't think so. Bayle Domon was at Easing the Badger in TGH, but I don't think this is him.

 

It sounds like it might be Rand, so I'll guess Rand in TEoTW. It might be one they ate in the kitchen in, but I can't remember the circumstances.

It is indeed Rand in an inn in TEoTW, the inn is The Dancing Cartman and the chapter is Four Kings in Shadow.

The women were discussing the darkfriend Howal Gode.
