oh yeah when Domans ship got pulled over by seanchan in like... TGH i think... they found it on his ship and gave it to Turak I think.

Nah, it was after tSR. Egeanin and Domon took the sad bracelet to dispose of, but ran straight into the Seanchan fleet and Egeanin was forced to give it to Suroth. Suroth made her low blood for it.

 

In any case male damane probably aren't feasible in a long term serve the Empire kind of way. Moghedian points out all sorts of weaknesses to the Sad Bracelets. The man can come to slowly assert influence, and even take control back from the woman.
