It has been in our wiki for ages, regarding our inactivity policy. Loss of internet, while unfortunate, doesn't help the Org run smoothly. If you can't be online, or you can't find a library, or a friend who has internet to let us know about your difficulties so you can at least post an LOA, then I think anyone would ask themselves whether or not the position should go to someone else.
