What is the reason that Rand is sending people here? does it have any special significance? why is he not sending people to Tarwins Gap?

Because he's pressed for time and has alot of things to do he must multi-task. Placing people in Arad Domon allows them to stabalise that area, and puts them in close proximity to the blight so that they can react to any incursions anywhere along the blight--and lets keep in mind that Tarwin's Gap is not the only point a Trolloc army could enter the Westlands, the Shadows Lance in Saldaea represents just as great a point of entry.

 

Beyond that though he still wants the Borderland rulers to side with him, and placing armies in their lands without their permission is a poor way to go about that.

 

Ultimately Arad Domon stands as a point that solves many issues--perhaps not fully, but Rand doesn't have the resources or the time to deal with each individually.

The Shadow's Lance is on the border of Arafel and Kandor. The Trollocs must use a different pass to attack Saldea.

Not counting the numerous steddings in the mountains of mist, the capital Bandar Eban was built on the ruins of Allorallen, so it must have one.
