So, this may be resolved in KoD, I havent read it yet so apologies if so.

 

The last time I saw Shaien, she had Jaichim Carridin being tortured in her basement in Caemlyn, and Daved Hanlon was touching up her servants - who happened to be Aes Sedai.

 

What will be her purpose?
