Then who is scum?  You said Tom - I agree with you.  You said Hallia - I don't know her, but her play over the past phase or so doesn't really seem to suggest scum.  If she's a scum JOAT, why would she have used her track on somebody who hadn't claimed a power role?  There were enough claims that somebody of interest should have been a more attractive target.  And it still doesn't explain what she would have done to Cory.
