I have always thought the Third Oath was probably sworn either immediately before or during The White Towers construction. Especially when the land was slowly turning into a Seanchan - like continent, and many channelers refusing to join to the White Tower, this was probably an important decision going in conjunction with the Second Oath, and why the Aes Sedai were so trusted before the Trolloc Wars, and Seanchan's situation at the same time!
