Well, with the sister bond that the three have and share....could it be that they are considered one?

If the souls are tied together they don't necessarily have to be in love every single Age.  Birgitte and Cain may just be a special case like the twins that are always born together every new Age.

One as in same family? maybe.

 

And just Elayne & Aviendha have the 'sister bond'.  The ceremony has not yet been performed with Min.
