Is there a WOT anywhere online? are there any plans to put one up?

There's a WoT Wikipedia page, if that's what you're talking about. There's one for each book. If you google any of the books, or google just "The Wheel of Time" then you'll find them.

Not like a WIKI as you can't contribute to it on the fly, but a good resource.

The Wikipedia content, at least in my opinion, is better organized, more accurate, and less biased. Not to mention easier searched and more responsive.
