I Understand that these two women have not ever held the Oath Rod, however, they DID swear The Three Oaths and they DID swear them to a Lawfully-Raised Amyrillin.

Physically, yes. Legally, they should be penalized for doing so as any obvious lie they told could be picked up on and used to publicly assault the reputation of Aes Sedai and the credibility of the Oaths themselves. That could really put Egwene in an awkward position.
