everything that hopper has done has been of hero quality.    He gave his life 2 times to fight on the side of the light.     He had quite a huge role with perrin throughout the series to just die like he did.

 

  and.....I dont think birgitte can be summoned now since she is alive and walking.

While there are a good number of instances where plot armour "revives" certain characters, it doesn't seem likely anyone who "dies" at this point will return, perhaps excepting Rand. It does not make much literary sense, and there's also the problem of Hopper's second death taking place in T'A'R, where it is the very soul which was killed. Unfortunately, he's gone. But you are right in Birgitte not answering to the Horn, reborn VIP souls, like Lews Therin's, didn't appear when it was blown in Falme.

If a HotH dies in T'A'R they have the same problem Hopper did as far as I know. Otherwise they would not need to hide from the Forsaken and they would have definitely gone after them.

 

It would however be interesting, in a way I see the Horn as a way to add cards back into the deck. Say for instance that the everyone born comes from a deck of cards. when they die they are placed in a second deck which wont be used until the first deck is finished. But by adding someone to the Horn they are placed into a second pile on the table and can be called in as and when needed. but if they are ended in T'A'R or by balefire they get sent to deck 2 until they are spun out by natural chance rather than by design(once the wheel resets that is).

 

A bit convoluted perhaps but it makes sense to me. because of the way the wheel works. once it has turned fully everything is essentially reset to the beginning so why would it not make sense to have the same souls reborn in each, but with random chance until the pattern has had time to bind them

It's likely that the reason wolves remember their entire history is very similar to Birgitte's recollection of her past lives. The VIP and wolf souls (why only wolves?) do not actually leave the Pattern to join the dead when their body dies, but are captured in T'A'R.

 

In my convoluted way of thinking, your "deck 1" would be called the Collective Subconscious (T'A'R) where legendary souls are bound, because humanity has that instinctual belief that someone will rise up and take command when necessary. The Collective Conscious (Pattern) weaves these souls in when necessary so as to fulfill that belief. Your "deck 2" is the Sea of Souls, which lies somewhere outside/around/beside of the Pattern and contains the essence of all dead souls. The Pattern weaves souls from here to be ordinary folk, personalities are destroyed by returning to the Sea of Souls. If Hopper's soul was destroyed in T'A'R then it will return to the Sea of Souls and, if he is reborn, will become a new wolf instead of the Hopper which would have been spun from T'A'R.
