Rumor, i too believe the latter. I think there will be increasing unrest that will be set aside in order to focus on TG, but that it will be something of a temporary bandage. During the course of fighting the last battle the Seanchan will likely have to fight alongside Aes Sedai and Wise Ones, which will not help. When you fight with something you often find yourself bonding with them, no matter how hated.

 

In the aftermath of TG Seanchan is going to face some serious problems. By that stage the true implications of sul'dam will have sunk in, and there will likely be a prevailing respect for Aes Sedai and Wise Ones having developed... its then that things will start to fall apart.
