Jaichim Carridin?

Hi I'm reading the series for the first time and I'm up to book 4. In the Shadow Rising chapter 38 who is Jaichin Carridin referring to when at the meeting with the Taraboner nobles he talks about the other rebels in the countryside? Are they Dragonsworn also?

It's been awhile since I read TSR, but I think you are correct. The rebels are most likely Dragonsworn. The timing fits anyways.
