I agree that it is quite interesting to contemplate these things. I would suggest that as the highest legal authority in Andor, so far as we know anyway, is the Queen, then it is the Queen that would have the final say about the legality of her marriage (I'm assuming that Andor amounts to an absolute monarchy).
