Does anyone happen to know what sets apart the uniforms of the Attack and Storm leaders?  I seem to remember that the Storm Leaders have lightning patterns on their sleeves, but I can't find where that is mentioned.

There really isn't any difference as far as I can tell. Read PoD Ch 21, Answering the Summons. That's where it describes them.
