Not Even a Ghost by L. E. Modesitt, Jr.
.
Johan Eshbach is an environmental bureaucrat working in the Federal District of Columbia. In this alternate universe, history unfolds differently: North America is occupied by the global superpowers of Austro-Hungary, New France, Quebec, and Columbia.
When the senior staff member of the Deputy Minister of Natural Resources dies unexpectedly days before flying to New France, Johan is tapped to accompany the Deputy Minister. What should be a straight-forward meeting in New France turns out to be anything but. Johan’s involvement spirals out of control as he tries to make the connections between oil executives, arms smugglers, and deaths by unnatural “natural causes”. His revelations will come with a heavy price.
In this alternate world, ghosts are real, tangible embodiments of misdeeds, but how do you solve a crime when the murderer didn't leave any?

"Modesitt's latest novel straddles the borderline between sf and fantasy...Modesitt handles this unlikely combination with great skill....the exquisite detailing of life in the yarn's alternate reality, and the wry wit about many things, beginning with academic politics. Possibly Modesitt's best book, it's certainly highly recommended."--Booklist on OF TANGIBLE GHOSTS
"Offers a genuinely interesting variation on the usual alternate history approach while delivering a competent mystery and a nicely-worked-out one man campaign of pseudo-terrorism."--Locus
“Meticulously extrapolated...Alternate world tales and espionage thrillers both demand an abundance of intricate detail to be convincing and Modesitt doesn't stint for either thread of his narrative.” —The Washington Post Book World on Of Tangible Ghosts
“A mystery with an other-wordly difference. Modesitt deftly works out what the political and social consequences might have been had ghosts actually existed.” —Jack McDevitt on Of Tangible Ghosts
"The author of the "Recluce" fantasy series (The Towers of the Sunset, Tor Bks., 1992) excels in using subtle details to enhance the credibility of an imaginary parallel world. A good choice for sf collections." - Library Journal
"A challenging mystery, a scientific puzzler and a technothriller rolled into a splendidly unique whole, this dandy delight deserves a reserved spot on your bookshelf." --Romantic Times, on Of Tangible Ghosts
"Sequel to Of Tangible Ghosts, Modesitt¿s intriguing, flavorsome alternate-world yarn. . . Appealing characters, agreeably labyrinthine plotting, a fascinatingly detailed backdrop."—Kirkus, on The Ghost of the Revelator
