You can join the war by joining the ACW guild, which you should be added at some point. We don't have an ACW leader at the moment, unfortunately, so I'm not sure what's going on.

Also, this is more bugging me, but isn't that Kuroko from To Aru Majutso no Index and To Aru no Railgun in your avatar?
