A possible solution for Canadians:
McNallyRobinson (one of the largest independent bookstores in Canada, based out of Winnipeg). They have partnered with Google Books. The prologue is 3.99$CAN. (same price on Google Books' main page, so why not support an independent bookstore?)
It is currently listed (unlike amazon.ca or chapters.indigo.ca) and I assume it should become available on Oct 2nd.

Search their ebooks for "By Grace and Banners Fallen"

@ People in the UK and Australia. Google Books operates in your countries check to see if you can see it or if it's IP restricted to the US/Canada.

At this time...we're unable to sell eBooks to people with Canadian addresses....I'm actively pushing to have this functionality added...Thanks for your understanding.
Thank you for replying. I would really prefer to buy the DRM-free version. Hope this gets fixed.

Ok so conflicting info for Canadians:
We should be able to buy it because:
a) Tor has the market rights for Canada
b) I've had no problems in the past
c) They listed the compatibility with a Canadian eReader (Kobo)
d) It says US/Canada here:
http://www.dragonmou...emory_of_Light/
...but we might not because it says US billing address ONLY here:
http://www.dragonmou...s.php#countries
"At this time, Dragonmount is only able to sell eBooks to visitors who have a billing address in the United States."
...yet on that same page it is listed as compatible with a Kobo (the Canadian eReader).
Clarification please.
Ok, just tried to buy it with my Canadian address. FAIL
"Thank you for your interest in purchasing an eBook from Dragonmount. You have most likely been directed here because you added one or more Tor eBooks to your shopping cart, but do not have a billing address in the United States.
Unfortunately at this time, we are only able to sell Tor eBooks to visitors who have a billing address in the United States. We love our international customers, and it is our strong desire to be able to offer eBooks to you. But due to technical and legal limitations, we can only sell them in the US. We are actively working to change this in the near future. Please check back to our store every now and then to see if we've made progress.
Important Note
Not all of our eBook titles fall under this restriction. All of our independent titles, including Brandon Sanderson's "Legion", are available worldwide. To purchase these items, add them to your cart, but make sure there are no Tor titles in your cart."
PLEASE FIX THIS JASON (or whomever is responsible). TOR has the Canadian distribution rights!!! (or provide a link to the store that will sell it to Canada).

Couldn't you just enter a US billing address?
If it works, do it! (and of course post here to let others know it worked)

Second question:
This eBook will be available for download on October 2, 2012.
...means what time EXACTLY?
Is it 12:01am Eastern Standard Time?
I vote personally for Atlantic Standard Time (Puerto Rico, U.S. Virgin Islands, atlantic provinces of Canada) or even better Newfoundland time which is an hour and a half before EST. Can somebody tell us which one it will be?
