Luthair Paentrag feared the Aes Sedai, but could the Sul'tham not also overthrown Luthair Paentrag?

Luthair Paentrag feared the Aes Desai in Saenchan who could overthrown him if they didn't fight each-other. He then got a type of ter'angreal called an a'dam who made Aes Sedai slaves called Damane controlled bij Sul'dam (women who  could learn to channel). Could the  Sul'dam with the power of the Damane not also overthrown Lutair Paentrag?
