Death has not known Perrin, and he is not broken. Wolf doesn't necessarily mean Perrin every time it's mentioned. And IIRC, Hawkwing was looking at Hurin when he said that, not Perrin. The dream Perrin had when he was wearing the lion head helmet when Lanfear visited him leads me to believe that he already is tied to the horn.
