Not fulfilled. Note that this resonates with Min's viewing of a beggar's staff around Rand. The bandaged eyes are reminiscent of the bandaged eyes of the "Fisher" figure in Moridin's sha'rah game.

ewot has the following @ TGS: Chapter 49:

Rand Travels to the gates of Ebou Dar. He spends the night at a Tinker camp outside the city and they are kind to him, giving him a cloak and a staff.

 

Thus fulfilling Perrin's Dream of Rand in a rags and a rough cloak with a bandage on his eyes (TSR,Ch53) and Min's viewing of him with a beggar's staff. (TEotW,Ch15) The bandages symbolize his blindness to his own moral bankruptcy.

Not to be nitpicky.. I'm actually curious as to what the general consensus is regarding whether this is considered fulfilled or not. If there's some thread I haven't read please let me know. Thanksies.
