Lord Luc / Slayer is Rand's Uncle?

I was just rereading TLoC and read the part where Dylin was telling Rand about Tigraine... and how she had a brother named Luc who went into the Blight and disappeared.

 

Is the the same Lord Luc (Slayer) that we read about in TSR???

 

I get the feeling this has been talked about by everyone before and I'm just catching it during a reread.

 

Has this been confirmed by anyone?

Yes. Slayer is a sort of amalgam of Luc Mantear (Rand's uncle) and Isam Mandragoran (Lan's cousin).
