So is it nothing short of a miracle that NO ONE save a handful of people still know that the Horn is within the White Tower itself (and therefore not yet recovered by an evildoer), whereas almost every other single carefully guarded secret has eventually come out (like people speaking to Rand in his head)?

It's hardly a secret that male channelers go insane, and that many of them start hearing voices. That's why Cadsuane asked about it the very first time she met him, six books ago. As for the Horn, that's not much of a secret; all six main characters plus Moiraine, Lan, Rhuarc, Verin, and Siuan know about it, or know enough to make the deduction if they thought about it. But really, "carefully guarded secrets" not being shared is the backbone of the series, isn't it?

In reference to the great emphasis of the widespread use of espionage, it absolutely is, but it seems that there's too many people who know each of these individual 'secrets', i.e. how Traveling was given to Elaida by way of Beonin, who was with the Rebel Tower. Tons of people in the Rebel Tower were given the secrets of TAR and Traveling, among other things.

 

What I was referring to, though, is that this is one of very few secrets that's actually NOT been leaked out so that everybody and their mother knows about it.
