He smoked the tabac that came from the Shire.

 

But seriously, I was just listening to the audiobook of The Eye of the World, got to the part where Lord Agelmar has servants bring in Two Rivers tabac for himself, Loial, and, Lan to smoke. Didn't even offer the 3 lads...just taunted them with their region's primary export. No respect for sheepherders.
