Yes.
Long Story Short, "Producer" can mean they have a LOT of power on set, or it can mean they have absolutely no power on set.

 

Actors will often be given the title producer as an addition to their paycheck. It's great on their resume, and it might entitle them to more profits.


People  like "Larry Mondragon" and "Rick Selvage" from the company formally called "Red Eagle Entertainment", are labeled a "producer" even though they probably had no power on the set or budget; but they did have a hand in getting a studio to pick the show up and are such credited for doing that (also great for their resume!). They may also be entitled to some of the shows profits, depending on how good they negotiated.

Brandon Sanderson & Harriet McDougal probably had little to do with bringing the show to the studios, and were effectively consultants for the show, but they also had minimal creative authority to change things.
